Change Working Hours Quick Action not visible under My Client Groups > Show More > Employment

Hi Experts,

We want to give HRIS team access to Change Working Hours quick action under My Client Groups > Show More > Employment.

I'm not seeing this quick action under the said location. I have gone to Sandbox > My Client Groups> Quick Actions > Employment. The Change Working Hours quick action is listed.
