Detecting Managers in OBTI

Summary:

We would like to detect new managers within OBTI. We would like to identify the date that an employee becomes a manager. We have two examples:

1. An original employee who becomes a manager
2. A new employee that is a manager but is given direct reports after onboarding

We do not use the Manager flag in reporting and we are unable to use enterprise hire date as this doesn't capture when they neccessarily become a manager.
