When and why page but just spins

Summary:

Manager Self Service manager cannot process a Change Working Hours transaction on employees. After clicking the Continue button on the Info to include page, it attempts to go to the When and Why page but just spins. The manager cleared the cache, and it did not fix. I attempted the same steps and it worked correctly for me.

Any help would be greatly appreciated.
