Taleo User groups Vs ORC security

Summary:

In taleo, there are user groups functionality. How do we address something similar to this in ORC as I know there is no such thing as user group in ORC. How will the user group functionality be handled in ORC? I am researching for any workarounds, best practice or recommendation
