Can we associate a list to State of birth (region_of_birth) field on Biographical Info to LOV?

Summary:

We have a requirement to restrict the values entered by user on State of Birth field for Brazil to a 2 char state code. The field is open and user can enter any value they want.

This is causing problems is downstream application as they expect a 2 char state code for BrazilIs it possible to associate a list of values to the State of Birth field so that a value can be selected?
