'ORA-28115: policy with check option violation' when importing value sets

Summary:

We're trying to import Flexfields and Value Sets from one environment to another, but we are getting this error when doing so:
"ORA-28115: policy with check option violation", and in the error log we can see that this error is caused by trying to do an INSERT into the Value Sets Table.
Has anyone had and resolved this error? We're wondering if this is caused by a missing user privilege, or if it's caused by something else.
