where does Twilio is actually used or how can be invoked

Summary:

Have configured Twilio in recruiting cloud and tested outbound message successfully. Looking for where can it be used to send /receive messages either manual or automated. Have checked in applicant page which has "send message" option under Actions but it doesnt show any related to Twilio option. Also there is no option in Candidate selection process too. Is there any you could help to know : where does Twilio is applied and how can be invoked ? Also I dont see any option to enable two way communication too.
