External candidates are able to apply when requisitions are unposted

Summary:

Hi Everyone,

When having the requisition unposted, with an expiration date, and "Allow candidates to apply when not posted" set to "No" in the requisition configuration, external candidates are still able to apply to these unposted requisitions. Could someone help us understand why this is happening and how we can prevent receiving applications for unposted requisitions in the future?
