When do the notification IRC_JobOffer_MergeDraftInitiated is triggered to HM's & Recruiters?

Could someone guide us on how to test the IRC_JobOffer_MergeDraftInitiated notification that should trigger for both the recruiter and hiring manager? I've applied for two different job requisitions using the candidate A and B with same name, phone number, and address, but with different email addresses through the career site.

Test Case 1:
Candidate A: Offer, Draft
Candidate B: Offer, Draft

Test Case 2:
Candidate A: Offer, Draft
Candidate B: New, to be reviewed

Test Case 3:
Candidate A: HR, processing in process
Candidate B: New, to be reviewed.

In which scenario will the notification work or how can I test this?
