As per the update given in 24D readiness document for "LinkedIn Apply Connect in Recruiting".

We already enabled LinkedIn option to apply as external candidate but still when try to enable this option we are unable to do so and getting error as attached.
So can you please check why and how can we enable Easy Apply on LinkedIn.

In which section we need to enter the values and enable this.
