How to configure Notification in core HR in two languages

Ask is - We are implementing Global HR and client needs all notifications in core hr to be triggerred in two languages 1. English 2. Local Language or reginal language. example - If employee belongs to Spain then any notification should be trigerred in English and Spanish language. Same for employees from other countries.
We used below options to achieve this

  1. Set preferences in General preferences > Languages > Default Language
  2. We tried composing Alert with multiple language but here we could not get the appropriate results. We are getiing only 1 notification and that is only in English even after changing the languages in Alert & Template.
