Not able to make "Action Reason" required in "When and Why" Section in "Change Salary"

Summary:

Not able to make "Why are you changing the salary for [employee name]?" required in "When and Why" under "Change Salary" transaction. Tried making the field mandatory using "Page Composer" but we can proceed further without filling the field. The field is shown as required but it is not mandatory.
