Having an error on submitting a payroll flow due to empty file or duplicate file submitted

in Payroll and Global Payroll Interface (GPI)

Having an issue when running a duplicate inbound file through a fast formula and an error occurs for the SQL loader. This also happens when there is an empty file that gets created from the fast formula. Is there anyway to make sure this payroll process flow to not show an Error but rather a warning or something else.
