Assignees unable to update the content of Document of Records from the notification

We have allowed assignees to update the content for document of record requests earlier thru BPM worklist Access option. Now, when the users complained that the update button is not visible, we checked the setup and found that the Individuals with Write Access setup is not editable.

Earlier, there used to be an edit button , but it is not visible now. Not sure, if this is a bug of any mis-configuration arised. Has anyone faced this issue?

If yes, please share how you were able to fix this issue.
