Summary:

We have created a table based value set that accesses the CONTACT lookup table. In the lookup table we have used tags that represent the legislation code, so that some values are only displayed for certain countries or not.
We use the value set for a created context sensitive segment in PER_DOCUMENTS_OF_RECORD_DFF.
We now try to set the value set via the where clause so that the values for the corresponding countries are displayed according to the settings in the lookup table. The following error message appears:

The bind variable :{PARAMETER.LEGISLATION_CODE_VALUE} is not valid. (FND-2635) In application 800, descriptive flexfield PER_DOCUMENTS_OF_RECORD_DFF, and context <context name>, the bind variable :{PARAMETER.LEGISLATION_CODE_VALUE} in the value set DOR_CONTACT used by segment DFF_RELATIONSHIP is not valid.
