Action code for Australia CPI (Consumer Price Index) Adjustment under Change Salary

I understand that there are seeded action codes for every action types. We would like to add a custom action reason however, unsure of what would the action code be. For custom action reason, the action code needs to be link to the seeded codes, correct?
