Can an alert be triggered based on specific area of responsibility or email ?

We would like notification be generated for the following scenario:

1. When an employee has performed a change in name, user with area of responsibility 'Human Resources Representative' must received an email.

What will be the appropriate format to be used in this expressions and is it feasible?

2. If the first scenario is not possible, can an alert be triggered to a unique email whenever an employee has performed a change in name?
