learning recommendation assignments visible to all legal entities

Hi all,

we discovered that learning admins can see the recommendations made in learning from all employees although they do not have access to some of these employees. Other assignments (required or voluntary) to those employees they can't see which is correct.

My question now is whether it is normal or intended that all recommendations can be viewed by the learning admins, regardless of which employee it concerns? Or is there a way to set it so that the visibility of recommendations works in the same way as other assignment types?
