Ability to restrict own record access for Read only HR Admin Custom Role

Hi,

We have created a new Read only HR Admin Role copying "Human Resource Analyst" and restricted "Access to Own Record". However, user still have access to edit own record as HR Admin.
We have referred the below Doc ID 2892708.1 for reference.

Data Roles and Security Profiles:

Regenerate Data Security Grants schedule process also completed. However, user still have access to edit own records.
