Can an "Approver with edit requisition access" update the preferences?

Currently, an approver is not able to change location (there is no list of values under location). Furthermore, requester field is not available.

Requirement:

An approver with edit requisition access should have visibility to all data fields under preferences and should also have update access.

Please advice.
