Auto fetching Buyer name in PO who submit the PO initiated by other buyer.

Summary:

There is a requirement from client in which if Buyer X modify the purchase order of Buyer Y and submit the same for approval but buyer name not changing automatically to the buyer who submitted the PO for approval. Currently Buyer X has an option to change the name of buyer in PO manually but client want to do this automatically upon submission of PO by buyer X in case of manual updation of buyer name not done.
Could you kindly inform me whether this feature is presently available within Oracle Fusion?
