Contingent Workers can't post to eQuest

Summary:

Can someone help me if contingent workers are able to post to eQuest job boards? We have recruiters who are contingents and are supposed to post and source candidates. However, they cant post to eQuest, they get "Error 401 UNAUTHORIZED ACCESS Authorization Failed. Please have your Oracle implementation team check the Oracle/eQuest configuration."

I am pretty sure with the configuration, as the recruiters with employee role are able to post to eQuest.
