Getting an error during hire an employee transaction

Summary:

While hiring an employee, we are getting this error:

There's no action available for this flow on the date that you selected. Contact your HR administrator. (PER-1532239). We have couple of design studio rules for this flow. Once we disable all of those, this error does not come up. When I try to recreate the design studio from scratch, still get the error. We definitely need the design studio rules. How should we resolve this?
