Can we send out campaigns to unknown visitors who have visited a particular website?

Hi Team,

I have set up a website visit notification and can now see notifications for both existing contacts and unknown visitors (not full details captured) who visited a specific website.

Now that, I would need to create a campaign in Eloqua to target these visitors (both existing contacts and unknown visitors). Is this possible?

If yes, could you please share the steps for targeting unknown website visitors in a campaign and sending them relevant messages?
