Duplicate hiring happening even if I click on cancel

Summary:

When hiring an employee with same SSN , interestingly received different warnings and had a different experience please see the attached. I made it all the way through and received a final warning which was good but then I clicked the Cancel button, however it still created the record. so I think the root issue is that a record was created even though the Cancel button.

Please let me know the solution for this cause.
