24D: User-Defined Holds on Payables Invoices ship to location

In 24D a new feature came which allows to create rules which can put invoice on user defined holds. But it is not working when using ship to location attribute

In 24D a new feature came which allows to create rules which can put invoice on user defined holds. But it is not working when using ship to location attribute

Our requirement is to put invoices on hold if they are PO matched and have a specific ship to location. This 24D feature we used and configured as below. But oracle is putting all invoices user defined hold even though they do not have ship to location
