Can we make internal transfer that involves a global transfer to go to manual processing

We are using ORC for both external and Internal employees. We have a situation where if an internal employee is being hired through a requisition for another position where the OFFER action is a "Global transfer", then when we move his OFFER to HR, we want it to go to "Manual processing" state. Although we have enbaled "Automatic processing for internal transfer", we don't want automatic processing ONLY for "Global transfer" kind of internal transfers.
