Impact of changing the extension from Payroll to Payroll interface under "Features by Territory"

Background :

We had created the New custom secondary classification as "LM Deduction" under Primary Classification "Involuntary Deduction" . This is required because by default(Oracle standard) only "Court Order" pop-up under "Secondary Classification”. Since we are not making use of "Court Order" as secondary classification in our payroll (middle east) , hence new custom secondary classification was created.

Post creating New custom secondary classification as "LM Deduction" when we are trying to create Involuntary deduction element there is one mandatory field named "Category" and for that no Value pop-up and without passing the value to "Category" we cannot proceed further with element creation.
