Error when creating a work relationship for a worker with past hire date

Summary:

I am encountering an error: "A record for this legislation already exists for this person." when trying to create a work relationship for a worker with a start date preceding the hire date of the active work relationship. I am using the Create Work Relationship flow from Person Management.
Any help or guide on achieving this?
