User account did not receive email approval notification

Hello All,

We have a requirement to send an email approval notification to a User account without employment details, just the email address where approval should go through. I have included the User account in the approval rule and changed the Notification Mode to All. The workflow itself is working as expected but the User account created does not receive the email approval notification. I have also tried to add a role to the User account but the issue still persist. When I changed the approval and attached a User with employment details, the email notification went through.

We would like to know if anyone has faced the same issue.
