PER 1532401 Message displays as Warning

Summary:

PER 1532401 (PER_EMP_GRADE_NOT_IN_LADDER) is configured in system as Error , but in transaction page it is displaying as Waring . Can anyone help how to make this warning message to work as Error so that system can stop users from moving further .
