Change the Publish Start Date filter default setup

Summary:

I'm aware that the default Publish Start Date filter for the admin pages (Courses, Offerings Specializations, Contents) is set to around 6 months before current date.

I'm just wondering that if the 6-month period was set as default by the system, can I just do some config/update in the backend to change the default from 6 months to maybe 1 or 2 years? I'm also aware that I can create a Saved Search for my convenience. However, I need the date filter to be visible automatically to ALL admins in the system.
