Enabled Redwood pages, but page is still showing as Responsive for few useres

Summary: We enabled all the Redwood profile options for MSS Transactions like Promote / Transfer etc. For Few HRBP users, These redwood pages are still showing as Responsive. For few days all these HRBPS were able to view in Redwood pages, but suddenly they can see all the MSS transactions in Responsive. This issue is happening for few users only. Can anyone guide us how to resolve this issue.
