Change order requires all approver to approve even tho response required from is set as one

Summary:

We have change order triggered when an item status is changed. In change order type set up we have set approval work flow to be user defined, and response required from is set at one and we have defined 4 approvers.

However, in the 2nd screenshot, you can see that when I have a change order, and after one of my approvers approved it, it is still showing awaiting approver from other approvers. Why is that? Anyone experiences same issue?
