Hello, how can we decrypt a file sent from an outside source into Oracle EPM Cloud?

As per my understanding EPM doesn't provide a way to decrypt a file unless I use OIC for this. However, we aren't using OIC for any Integration. Is there any other way to decrypt file in EPM?
