Automated Notification when Pipeline requisition is closed

Our requirement is setup notifications in Pipeline CSP so that when the pipeline requisition is closed out by the recruiter, any candidates not in the disposition status (reject by employer or withdrawn by candidate), that an email is automatically sent to those candidates that the requisition has been closed out. Additionally ensure candidates who are moved to hiring requisitions don't get this notification.
