Is there a way to identify whether an expenditure item is ELIGIBLE for Burdening by looking at some attribute or a group of attributes at the back-end table or UI?

We need to build a logic in our integration to identify the expenditures which are eligible for burdening but not yet burdened. Is there a flag or table attribute which can easily provide this information instead of coding logic of checking burden schedules, structure, cost codes and cost bases etc.
