Pre-Approval and Post-Approval FYI Notification for the Same User Is Aggregating

Summary:

Trying to add Pre-Approval and Post-Approval FYI notifications for the same user for a Global Transfer rule. Task aggregation is not activated, but the User is only receiving a single FYI notification and it's after all approvals have been received.

Expected behavior is that the same User receives a FYI notification when the Global Transfer request is submitted (pre-approval) and another FYI notification after all approvals have been completed (post-approval).

I did test this with 2 different Users for the pre and post-approval FYI notifications and both notifications are triggered as long as the Users are not the same.
