Facing issue while creating an Item BOM PTO model

Summary: While creating an Item BOM, the parent item is PTO Model and under that there is another PTO model and PTO option Class as child. But while creating order, PTO Option class is exploding but not PTO Model. Why the PTO Model is not exploding ?
