Approval Flow with Job Level Based Line Manager Hierarchy is giving error

I have a more complex approval flow for Request New Position. In the third approval step a Director has to approve it. The Directors are Job Level 10. We changed it from application role to Job Level Based Line Manager Hierarchy because it would ask all of the directors for approval instead of just the one on the hierarchy.

I have also tried to change some of these settings but it keeps giving me the same error:

Error in BPM rule for RequestNewPositionRuleSet rule set.

The request operation failed with the business rules defined for RequestNewPositionRuleSet.

Is Job Level Based LM Hierarchy supported in approval flows? Any suggestions to overcome the error and meet the need
