Non-Catalog Item Bypass Complete is switching to Complete Pending Approval

Summary:

We have multiple individuals with the security access to add a non-catalog item from "Learning Assignments". They are putting "Bypass Complete" in in the Advanced Rules, but the Initial Assignment Status changes to "Complete Pending Approval".

Is there a way to fix this? Or change the pending approval to come to the Learning Specialist. Managers do not want this task so it not on for them.
