Gender field needs to be mandatory during conversion of an employee
Summary:
During conversion, some records had Gender missing.
Now if the employee reapplies to organization, the profile in Career site will inherit as it is and they don't need to fill personal information.
We want to add a validation rule if gender is NULL in the convert pending worker flow.
Also, as gender is inside a section, we want it to validate with or without the section legislative information is being invoked or edited. We convert the pending workers. We don't use quick convert.
