Adding Employee Address - City is not found

Summary: I'm trying to change the address of an employee in the Person section and Oracle isn't finding the city name. I'm currently looking at a German employee and typing other German cities aren't coming up either. Any idea why we were able to add any city we wanted and now we can't?
