Hiring Managers able to see all candidates in different states

Hiring Managers should only be able to see candidates in "Selected for Hiring Manager review" which is in the NEW phase.

and saw a similar issue wherein it states that

"Restricted phases in a Candidate Selection Process (CSP) also need to be continuous"

Does this mean that in the next or succeeding phases, the Hiring Manager can see all candidates?
or can we restrict the succeeding phases?
