Tax Associations not being updated correctly for global transfers

Summary:

When employees are globally transferred, they are not getting paid out of the correct TRU at our company. They are getting paid out of an old TRU and sometimes the "previous-previous" TRU. We went live on Oracle a year ago and now have hundreds of instances of this occurring.

How are other companies managing the Tax Association and Association Details update from one TRU to another… is this manual, automatic based on config, or an ETL to perform this update?

If the assignment under one TRU has ended as a result of a global transfer and the assignment under the new TRU starts, what end date on Assocation Details is being used to end the old assignment…the Term Date, the Final Close date for the old TRU, or some other date?
