Resubmit Button Not Showing After Setting the Profile Options

The resubmit button is still unavailable for the users after creating and setting the two Profile Options mentioned in

Profile Option 1: HCM_TAC_RESUBMIT_ACTION

Profile Option 2: HCM_TAC_RESUBMIT_FOR_ALL_NON_APPROVED

Content (please ensure you mask any confidential information):

As per Oracle documentation, first profile option makes Resubmit action available. Also if the second profile option is also enabled, then the Resubmit action is available for all unapproved transactions that aren't bypassed and that are either in Withdrawn or Rejected state.

We have tried submitting for multiple transactions and rejected the approvals but it is getting Completed afterwards and no option for Resubmission.
