Can we disable all uploads / downloads in Oracle HCM when accessing from outside the trusted network

We have a requirement to allow our employees access to Oracle HCM from outside the company VPN, however disable the ability for them to upload/download. To grant limited access, we are able to use LBAC (Location based access control) configuration, however we have not found a way to disable upload/download globally. Looking for advise, direction and experience if someone has already implemented this scenario.

Any help or direction in this is greatly appreciated.
