Rehired Employees are not being assigned their old Person ID

Summary:

When we are getting rehires in they are not being assigned their original Person ID. We are having to delete them as pending workers and then re-add them in order for the system to notice it is the same person.

Person accepts a job and becomes a pending worker, the system does not notice they are a rehire.

We have to delete the pending worker and then re add them. Work arounds are costing us time and we may miss one.
