Reporting on last assigned enrollment using Workforce Learning - Learning Records Real Time

I've developed a Learning Compliance dashboard, where our Compliance department can monitor the completion percentages for required eLearnings.

This is working well, but we're running into the issue that we're seeing duplicate records for learners that are completing the course for the second time. Our HR department creates a new Learning Initiative that gets assigned each year. Even if you completed the thing a week ago, when the new Initiative is launched, you will have to complete it again.

I'm out of options on how to apply a proper filter. I had a bit of success using a filter with the following code (and filtered against equals 1):
