HRBPs are restricted to view other HR Profiles but due to AOR Setup, FYI notification are triggered

Summary: Based on Security, we have restricted HRBPs not to view other HR profiles. This is working fine. But because of AOR setup, those HRBPs are getting FYI notifications. How do we restrict HR employees not receiving FYI notification.
